Procurement Planning

Many organisations buy reactively: needs surface late, budgets are stretched, and urgent purchases cost more and skip proper competition. A realistic procurement plan fixes this by tying every purchase to a budget line, a method and a date.

What we do

  • Consolidate requirements from departments and match them to approved budgets
  • Choose the right procurement method and thresholds for each item
  • Build annual and project procurement plans with realistic timelines
  • Group similar needs to improve pricing and cut repeated tenders
  • Set up simple tracking so slippage is spotted early

What you get

  • An annual procurement plan, ready to submit or adopt
  • A procurement calendar with methods, owners and target dates
  • A short plan-versus-actual tracking template

Sourcing & Supplier Identification

Buying from the same few suppliers, or from whoever calls first, leaves money and quality on the table. Structured market research finds capable suppliers and shows what fair prices look like before you commit.

What we do

  • Define the specification and the buying need clearly
  • Research the local and regional market for capable suppliers
  • Prepare and maintain a shortlist or supplier register
  • Collect and compare quotations on a like-for-like basis
  • Check supplier registration, capacity and references

What you get

  • A market and price-benchmark summary
  • A shortlist of qualified suppliers with comparison notes

Tender & Bid Management

A tender can fail on a technical point: vague specifications, missing documents, inconsistent evaluation or a bid rejected for an avoidable error. We support both sides of the table, so buyers run tenders that withstand scrutiny and suppliers submit bids that are complete and compliant.

For buyers running tenders

  • Prepare specifications, terms of reference and bidding documents
  • Advise on the procurement method and the evaluation criteria
  • Run bid opening and evaluation fairly and on time
  • Prepare evaluation reports and award recommendations
  • Keep a complete record that can withstand audit or review

What you get: a complete bidding document, a documented evaluation report and an award recommendation.

For suppliers preparing bids

  • Read and interpret the bidding document and its requirements
  • Build a compliance checklist so nothing is missed
  • Prepare technical and financial proposals
  • Review the bid before submission for errors and gaps
  • Advise on clarifications, bid securities and debriefs

What you get: a submission-ready bid, a compliance checklist and a review note on weak points.

Contract Administration

Problems often start after the award: deadlines slip, variations go unrecorded and payments are disputed. Active contract administration keeps both parties to what was agreed and leaves a clear record if something goes wrong.

What we do

  • Review and help draft contract terms, schedules and deliverables
  • Set up milestone, delivery and payment tracking
  • Monitor supplier performance against the contract
  • Handle variations, extensions and change requests in writing
  • Support dispute resolution and orderly contract close-out

What you get

  • A contract management plan with obligations and dates
  • A contract register and monitoring reports
  • A close-out report with lessons learnt

Supplier Evaluation

Without a record of how suppliers actually perform, repeat mistakes are easy to make and good suppliers go unrewarded. Evaluation gives you evidence to pre-qualify, renew, coach or drop suppliers fairly.

What we do

  • Design pre-qualification criteria and checklists
  • Develop scorecards covering quality, delivery, price and service
  • Run periodic supplier performance reviews
  • Assess supplier technical, financial and compliance capacity
  • Recommend renewal, improvement actions or removal

What you get

  • A supplier scorecard you can reuse
  • A pre-qualification report with ranked suppliers
  • A performance review summary with recommended actions

Procurement Advisory

Procurement rules are only useful when staff understand and follow them. Our advisory work helps public and private organisations put clear policies in place, test their compliance and build the skills of their own procurement staff.

What we do

  • Draft or update procurement policies and procedures manuals
  • Carry out PPDA compliance reviews for public-sector entities
  • Support procurement audits by organising records and responses
  • Train procurement and user-department staff
  • Advise on specific questions, risks and difficult cases

What you get

  • A procurement policy or manual tailored to your organisation
  • A compliance review report with prioritised recommendations
  • Training sessions with materials your team can keep

Supply Chain Management

Stock-outs, over-ordering, damaged goods and late deliveries drain budgets quietly. Good inventory control, logistics planning and stores discipline keep supply steady without tying up cash.

What we do

  • Review inventory levels and set reorder points
  • Plan transport and delivery schedules with suppliers
  • Improve stores layout, receiving, issuing and record keeping
  • Introduce stock counts and loss controls
  • Coordinate suppliers to reduce lead times and cost

What you get

  • An inventory and stores control procedure
  • A logistics and delivery plan
  • A stock review report with practical recommendations
How we engage

Three ways to work with us

Pick the model that fits your workload. We agree scope and terms with you in writing before work starts.

Full procurement outsourcing

We run procurement for you from planning to contract close, working as an extension of your team.

Best for organisations with no procurement unit, or a heavy workload.

Single-stage support

Bring us in for one stage: a plan, a tender, a bid, a supplier review or a contract.

Best for a defined task with a clear start and end.

Advisory retainer and training

Ongoing access to advice, plus training and policy support for your procurement staff.

Best for teams that run procurement themselves and want a trusted second opinion.

Questions

Frequently asked questions

Do you only work with government bodies?

No. We support government ministries, departments and agencies, and also private companies, NGOs, hospitals, schools and universities, construction and engineering firms, hotels and factories. For public-sector clients we work within the PPDA Act and the rules of the PPDA Authority.

Can you help us prepare a bid as a supplier?

Yes. We review the bidding document, build a compliance checklist, help prepare the technical and financial proposals and check the bid before submission. We cannot guarantee an award, because that decision belongs to the buyer.

Can we hire you for just one stage of procurement?

Yes. Many clients use us for a single stage, such as a procurement plan, one tender or a supplier review. You can also outsource the whole cycle or keep us on an advisory retainer.

Do you work with donor-funded projects?

Yes. We can support procurement under development partner procurement rules, alongside your own policies, and keep the records those funders expect.

How do we get started?

Contact us with a short description of what you need to buy, or the support you are looking for. We will reply with a clear proposal on how we can help and what the work involves.
